Minutes of the Last Meeting

Held 16 November, 2021

The meeting was called to order at 6:30pm by Don Black. Members of the Board in attendance were Don Black, Dan Gower, Lou Henson, Mike Crabill, Bill Long and Brooks Frederick.

The consent items were presented. Discussion was held concerning an overage in the Administration line of the budget. The overage was explained and approved. The consent items were approved unanimously.

Old Business

Under Old Business, Discussion was held concerning the proposed method of presenting and managing the budget as presented by Chief Gower and President Black. This method presents and allows management of capital expenditures as well as regular annual budgets. No action taken as the budget will be approved at the December 2021 meeting.

New Business

For New Business Chief Gower presented a proposed new position in the department, that of Fund Raising Chairman. The position would be the Chair of a committee consisting of all individual fund raisers plus the chair. The proposal was voted down.

Motion to adjourn was made, seconded, and passed at 19:47.

Chief’s Report

Activity to Date

  • Medical: 152
  • Fire: 25


  • Fire Boat back in service – pump being readied to re-install
  • WS-1 out of service permanently and pump removed.
  • Trailer from the City has been donated to us – it will carry a lot of weight and can be the chassis for the new water service vehicle should we move forward with that project The existing pump from WS-1 would be a good start.
  • Need to decide the fate of WS-1 vehicle. Sales of those vintage are about $3000 to $5000


  • CareFlite renewal in house.
  • Turn out gear all measured and on order.
  • MSA SCBA received – preparing to deploy on our apparatus.

Grant Report

Texas A&M Forest Service

  • PPE Grant – request was funded for $ 20,000 at the October 13 funding meeting. Bunker Gear, Helmets, & Dual Certified Gear is on order.


  • SCBA Grant – Most equipment has been received. Still waiting on two units with tranfser hoses.
  • County Communications Equipment Grant – Grant application has been updated and resubmitted.

Firehouse Subs

We will submit an application in their next grant period which opens January 6, 2022. The application will be Wildland PPE- 10 sets of pants and shirts, 30 Bullard helmets and goggles, 30 pairs gloves, 10 radio chest harnesses

Federal Infrastructure Bill

The bill scheduled to be signed by the president on Monday, November 15 includes money for “Wildfire defense grants for at-risk communities.” Frank Serpas is checking on this.

Old Business

2022 Budget Proposal
